so i was doing an exterminate invasion on ceres solo and it happened to have a lot of sniper corpus spawning in as the enemy at the start of the mission i required 90-100ish kills. I noticed midway through the exterminate that the required kills were skyrocketing, so I found that every time 1 of the yellow drones (ratel) spawn 3-5 was added to the required kills. By the end of the exterminate I was at 279 required kills.
tl:dr corpus sniper drones are adding 3-5 to required exterminate kills everytime they spawn
